Sending via AirDrop
If you just want to share one file, use the folder /Users/Shared. All local users have access to that folder. In the Finder open User 1 Home folder and press command-up arrow. There should be a Shared folder. Drag it into the Finder side bar for easy access. Copy the file you want to share there. Repeat for User 2 and 3.
